Add boiling water to strawberry JELL-O powder in medium bowl; stir for 2 minutes until completely dissolved. Add ice; stir until thicker consistency. Remove any unmelted ice pieces. Stir in strawberries.
Using 4 glasses (or parfait glasses), pour mixture into glasses and refrigerate for 2 hours - or until firm. Top with Cool Whip and garnish with berries.
*Glasses can be angled in muffin tin - for a "twist" appearance when pouring in strawberry JELL-O mixture.
